Shared ownership consumers experience a number of pain points across their journey, from exploration through to staircasing.
The formation of the Shared Ownership Council stems from a strategic review of the future of homeownership. The review showed a general recognition of the potential of shared ownership to broaden access to homeownership.
We think the time is right to improve the consumer experience of shared ownership so that it can meet its true market potential.
The Shared Ownership Council is seeking expressions of interest from organisations interested in playing a key role in shaping the future of shared ownership. We are looking for organisations to take on one or more of the following responsibilities:
Operating the Shared Ownership Code – overseeing its implementation and ensuring best practices.
Providing governance of the Code – supporting its development and maintaining high standards.
Leading cross-industry initiatives – driving improvements in customer experience and transparency across the sector.
This is a unique opportunity to contribute to an impactful industry initiative that aims to improve consumer outcomes, raise standards, and promote fairness in shared ownership housing. Expression of Interest: Code Operator for the Shared Ownership Council
Above all, the aim of the Council is to drive for a shared ownership sector that is focussed on progress, enabling more consumers to access this form of tenure. This should be on the basis that information is consistent and accurate, and that all industry bodies are committed to there being as high a degree of transparency as possible.
To do so, the Council will be guided by five underpinning principles:
Focus on consumer outcomes.
Proactively include all organisations involved in shared ownership (including lenders, housing associations, intermediaries, conveyancers, and a wide range of industry participants).
Be led by the industry, with government and regulators aligned with and supportive of efforts.
Build on existing tools and foundations, to connect seamlessly with existing forums and networks, without duplication.
Develop voluntary, practical guidance and resources.
Our principles
Shared Ownership Code
The Shared Ownership Council has launched a consumer and industry consultation on a new Shared Ownership Code of Good Practice. The Code seeks to:
Raise standards to improve protections for current and future shared owners
Improve consumer experience of shared ownership through a clear and fair understanding prior to purchase and support during ownership and at sale
Ensure best practice and drive consistency in the information available to consumers, including ensuring transparency, fairness and awareness of what service levels to expect
